Coles and Mitchel, gender in Agricultural value Chains, 2011

This paper introduces value chain analysis and development as tools for addressing gender inequities in markets. We describe how factors such as access to assets, gendered education differentials and the nature and value of economic activities affect the way in which men and women participate and gain in value chains, distinguishing among household, institutional and chain levels of analysis.

The recently World Bank development reports that ‘the lives of girls and women have changed dramatically over the past quarter century. The pace of change has been astonishing in some areas, but in others, progress toward gender equality has been limited—even in developed countries. ‘This year’s World Development Report: Gender Equality and Development argues that gender equality is a core development objective in its own right. It is also smart economics. Greater gender equality can enhance productivity, improve development outcomes for the next generation, and make institutions more representative.

"Many of the world’s poorest countries and regions will see their populations double in the years from 2000 to 2050, with Africa, for example, climbing from 820 million to two billion. Men and women farmers in Africa and other developing nations will therefore need to produce more than twice as much food. This life-and-death challenge is made even more daunting by a number of constraints, including climate change with increasing temperatures, droughts and floods that displace farmers and destroy livelihoods... FAO’s research shows that women farmers are 20-30 percent less productive than men, but not because they manage their farms less well, or work less hard. The main reason for the gap between men’s and women’s performance is that the former have access to resources seldom available to female farmers – including land, financing and technology, among other things. In addition, women do not share fairly in benefits such as training, information and knowledge"

The emerging framework, being discussed in this paper, builds upon earlier work developed within APF learning trajectory and within KIT. It looks at mainstreaming gender in the existing chain empowerment framework, developed by KIT (KIT et al 2006). The aim of the gender and value chain framework is twofold. First, it looks at how value chain analysis can be used as an instrument to understand gender inequalities and to identify ways to overcome them. Second, integrating gender into a value chain framework helps to understand how gender inequality hinders (equal) upgrading strategies and to identify ways of how these barriers can be removed.
